RPIU MISSIONS – JULY TO OCTOBER 1998
In March 1998, a sub-regional workshop was held to determine the methodology to be used to monitor coral reefs for the impacts of climate change. It was agreed that the RPIU would conduct follow-up missions to the three pilot countries, The Bahamas, Belize and Jamaica, to finalize the arrangements for implementation.
Additionally, the RPIU started missions to all CPACC countries from February 1998 to review components 2 & 3 implementation.
26th to 31st July 1998
Floyd Homer and Leslie Walling visited Belize to review Component 5 implementation. The meetings were coordinated by the lead person in the National Focal Point, Zanida Moya.
Preliminary discussions were held with the Noel Jacobs, Fisheries Administrator in the Fisheries Department of the Ministry of Agriculture and Fisheries, and James Azueta, the Head of the Coral Reef Monitoring Program in the Fisheries Department, on the roles and responsibilities of the Fisheries Department as the lead agency in the implementation of Component 5.
In subsequent meetings, with the Fisheries Department and protected Areas Managers, specific sites for coal reef monitoring was discussed.
The RPIU Mission met with the Executive Director of the Costal Zone Management Project Janet Gibson, to discuss issues of GIS capacity and arrangements for information storage and exchange.
Meetings were also held with the Acting Station Manger, Marine Resource Center (MRC), at the University of Belize, Johnathan Kelsey, and the Protected Areas Manger, Belize Audubon Society (BAS ) Pamela Scott, regarding logisitic support for coral reef monitoring Calabash Cay, Turneffe Atoll and Light House Reef, respectively.
The NFP will submit preliminary institutional and logistic arrangements for implementation to the Government of Belize for approval.

Floyd Homer, Leslie Walling and Ian King conducted a CPACC mission to The Bahamas. The mission was to address Components 2, 3, and 5. The Mission took the opportunity to assess institutional capabilities, identify equipment needs, needs for technical and or logistic support, and institutional and inter-organizational linkages.
Individuals met during the Mission included: Mrs. Eleanor Philips, Fisheries Division; Mr. Philip Weech, Water and Sewerage Authority and lead for NFP; Ms. Lorca Bowe, BEST Commission; Mr. Colin Higgs, the Undersecretary in the Ministry of Agriculture and Fisheries, Ambassador Lynn Holowesko, Chairperson of The Bahamas Environment and Sustainable Development (BEST) Commission; Mr. Dwayne Curtis. Acting Chief Public Analyst, Analysts Lab, in the Environmental Health Department; Mr. Wenzel Nichols, Divers Haven; Mr. Dave Eads, Dive South Ocean on New Providence; Dr. Thomas Bailey, Director, Caribbean Marine Research Center National Undersea Research Programme, Lee Stocking Island; Michael Breynan, Director of the Fisheries Division; and Mr. Edison Deleveaux, Fisheries Division.
In the course of the mission preliminary decision were made with regard to the selection of coral reef monitoring sites, logistic support and institutional mechanism for implementation. Final arrangements for implementation will be approved by the Government of The Bahamas.

Floyd Homer and Ian King visited Guyana to address implementa tion of Components 2 and 3. The Hydrometeorological Service, the NFP in Guyana, coordinated the meetings. Specifically, the Director, Mr. Dilip Jaigopaul, the Climate Change and Ozone Projects Coordinator, Mr. Sheik Khan and Mr. Zainool Rahaman were involved in many of the meetings.

15th to 17th September 1998
A team comprising the Floyd Homer, Leslie Walling and Ian King visited St. Vincent to address implementation issues for Components 2 and 3. Dr. Reynold Murray, the Environmental Services Coordinator and lead person for the St. Vincent and the Grenadines NFP coordinated and participated in the meetings.
